Google are severe on publishers suspected of being involved in click fraud so you could expect some level of protection.
PPC click fraud is endemic within the online advertising industry. When designing a PPC campaign you do need to allow for a certain level of click fraud no matter how good the click fraud detection used. Alternatively you could select a different type of advertising campaign.
